transport and changes in maritime law. They can
evaluate an exposure promptly and accurately—
often saving the cost of legal services and drawn out
litigation.
When you consider the expense of delay and the
higher and higher judgments being awarded,

House Passes $250-Million
Shipbuilding Subsidy
Authorization Bill
The U.S. House of Representa-
tives recently passed by voice vote a
special subsidy bill (HR-5220) that
would authorize the appropriation
of $250 million "to protect the na-
tional defense shipyards of the
United States" by helping to build
ships domestically.
The legislation would authorize
the appropriation of $200 million
in "shipyard incentive payments"
of not more than 50 percent of the
price to construct a commercial
vessel in a U.S. yard, to be paid to
the shipyard submitting the lowest
bid. It would also authorize $50
million to finance the purchase of
commercially obsolete vessels by
the Secretary of Transportation for
inclusion in the National Defense
Reserve Fleet.
The new ships would be built for
the government's account and then
either chartered or sold to private
operators for operation in U.S. for-
eign trade.
The bill is subject to Senate pas-
sage. Actual appropriation of the
money will depend upon passage of
a separate spending bill.
