MarAd To Reconsider Northstar/Lachmar ODS Request The Maritime Subsidy Board has reopened for reconsideration appli- cations filed by Northstar Shipping, Inc. and Lachmar relating to an earlier request by Lachmar for op- erating-differential subsidy (ODS) for two liquefied natural gas (LNG) carriers. The applications were as- signed Docket S-904. The original request filed by the companies asked MarAd to assign Northstar's ODS agreement to Lachmar; and Lachmar requested financial aid for the operation of the LNG vesselsLa&e Charles andLoui- siana in an essential service in the foreign commerce of the U.S. under an ODS agreement, and modifica- tion of its agreement to permit worldwide transportation of LNG Circle 261 on Reader Service Card in bulk by Lachmar. In its decision, the agency noted that the applications were for sub- sidy for LNG vessels which had not previously been subsidized and that grant of subsidy could not be rea- sonably calculated to carry out ef- fectively the purposes and policy of the Merchant Marine Act of 1936, as amended. Parties are requested to file addi- tional comments relevant to the issues raised by the applicants in their May 27, 1994 petition to re- open.
