The Secretary of Transportation will direct the USCG to continue work- ing with the International Maritime Organization to upgrade critical in- ternational standards and with the U.S. carriers and standards bodies to delete or revise regulations that add costs unnecessarily. • OSHA Regulations. OSHA is cur- rently working with the shipbuild- ing industry to review and revise its standards. The proposed revisions will continue to address the hazards to which workers are exposed, but will do so by replacing specification- based provisions, which limit em- ployer innovation, with perfor- mance-oriented provisions wherev- er appropriate. The proposed revi- sions also will update, reorganize, clarify, and simplify current rules. • Antitrust Regulations. To facili- tate various forms of cooperation in the shipbuilding industry, the De- partment of Justice will provide upon request an advisory opinion regarding proposed business con- duct pursuant to its Business Re- view Procedure.
