Offshore Systems Wins $ 1.3 Million Contract For Electronic Chart Systems Offshore Systems, Ltd., (0SL), of Vancouver, Canada, has been awarded a $ 1.3 million contract from the Canadian Hydrographic Service (CHS) for supplying and supporting a number of Electronic Chart Dis- play and Information Systems (ECDIS). The multi-year "Electronic Chart Demonstration Project" is based on the Canadian Government's Public Review Panel on Tanker Safety and Marine Spill Response Capability which identified spill prevention as the highest priority for protecting the coastal and marine environemnet. The panel recom- mended that: "In order to reduce the risks of accidents the CHS (must): expedite developments of electronic charting technology and the reburied infrastructure, then introduce regu- lations requiring the use of elec- tronic charts on all tankers in Cana- dian waters." Under this contract OSL will de- liver six of its new Electronic Chart/ Precise Integrated Navigation Sys- tems (ECPINS) this year. ECPINS links precise navigation and radar Electronics Update data to electronic vector charts. These systems will comply with all the very high requirements of the International Maritime Organiza- tion (IMO) for ECDIS. OSL will also provide both the shipboard Differ- ential Global Positioning System (DGPS) equipment and the DGPS reference service for the participat- ing ships. Subsequently OSL will install the ECPINS systems and pro- vide comprehensive training and support. A total of 12 ships ranging from tankers to ferries will use the sys- tems for a minimum of six months as an aid in grounding avoidance and to increase navigation efficiency in congested waters.
