"FISH" OUT OF WATER — The USS Torsk submarine, built at the Portsmouth Naval Shipyard in New Hampshire in 1944 and the last submarine to fire a tor- pedo and sink a ship during World War II, gets a routine drydocking for testing, cleaning, and painting at Bethlehem Steel Corporation's Baltimore repair yard. The Torsk now is a tourist attraction in Baltimore's Inner Harbor and drew 96,000 visitors in 1980. Title XI Loan Increase Approved By MarAd For Chemical Carrier The Maritime Administration has increased its Title XI loan guarantee commitment on the Chilbar, a chemical carrier owned by Chilbar Shipping Co., from $24,244,000 to $27,148,000. The recently announced in- crease was a result of the inclu- sion of the cost of the vessel's stern section in the computations of the ship's actual cost. The stern section of the Chilbar was taken from a ship called Eagle Traveler. Its integration into the design of the otherwise new chemical tanker was not dis- cussed in Chilbar's original Title XI guarantee application. The Chilbar was built by New- port News Shipbuilding Co., New- port News, Va., and is currently in service. The vessel's Title XI guarantee covers 87'/. percent of its $31,027,162 actual cost. Announce Appointment Of Two Vice Presidents At Japan Line (U.S.A.) Ltd. M. Okubo, president of Japan Line (U.S.A.) Ltd., recently an- nounced the appointment of Leo E. Kowalski as executive vice president and managing director, and Laurence L. Bear as senior vice president of the corporation. Mr. Bear joined Japan Line as sales man- ager in 1970, and since 1979 has served as vice president and gen- eral manager.
