Con- tract award is expected 'by April 1. Shipyard officials, as well as rep- resentatives of financial institu- tions, Export-Import Bank, Feder- al Trade Commission, Office of Export Trade Promotion/Com- merce Department, and Census Bureau, will be invited to partici- pate in discussion of four specific technical areas: "Market Data and Forecasts — Develop the necessary cargo move- ment data and forecasts that will assist the U.S. shipyards in the identification of market opportuni- ties for ships. The impact of com- petition, due to both shipping and other modes, would also be consid- ered. "Design and Technology—De- sign of advanced systems in re- sponse to market opportunities would be covered, with special em- phasis on advanced technology and innovative designs enhancing the competitive posture of U.S.-flag op- erations. "Financing and Contracts—Iden- tification of sources of capital and associated costs, and the develop- ment of innovative and responsive contract instruments would be in- cluded. The development of an in- dustry specification might be con- sidered, for example. "Export Sales—The special re- quirements of overseas sales in all of the above topics (and others) would be covered here.
